During his <a href=\"https:\/\/www.youtube.com\/watch?v=pO2Nx1fA-0Y\">keynote speech at the Facebook Developer Conference F8<\/a>, he said: \u201cI know that we don\u2019t exactly have the strongest reputation on privacy right now, to put it lightly. But I\u2019m committed to doing this well, and starting a new chapter for our products.\u201d What followed was not announcements of concrete privacy initiatives, but a rather unambitious re-statement of the nebulous plans Zuckerberg outlined in his essay on ths topic, <a href=\"https:\/\/www.privateinternetaccess.com\/blog\/why-facebooks-supposed-embrace-of-privacy-ignores-all-the-real-problems\/\">discussed on this blog<\/a> back in March.<\/p>\n<p>Even <a href=\"https:\/\/about.fb.com\/news\/2019\/04\/f8-2019-day-1\/\">Facebook\u2019s press release on his speech<\/a>, usually an opportunity for the company to hype up amazing products and plans, is dull and unexciting. Although not framed in those terms, it essentially confirms that Zuckerberg wants to turn Facebook into the Western version of <a href=\"https:\/\/en.wikipedia.org\/wiki\/WeChat\">China\u2019s messaging, social media and mobile payment app WeChat<\/a>, with a new emphasis on groups (like WeChat): \u201cToday we\u2019re making changes that put Groups at the center of Facebook and sharing new ways Facebook can help bring people together offline.\u201d As expected, there is also an important turn towards e-commerce. Here, at least, were some new details about what that would mean for users of all of Facebook\u2019s services:<\/p>\n<blockquote><p>\u201cIn the months ahead people will be able to see a business catalog right within WhatsApp when chatting with a business.<\/p>\n<p>\u2026<\/p>\n<p>People will soon be able to ship Marketplace items anywhere in the continental US and pay for their purchases directly on Facebook.<\/p>\n<p>\u2026<\/p>\n<p>Starting next week, you can shop inspiring looks from the creators you love without leaving Instagram. Instead of taking a screenshot or asking for product details in comments or Direct, you can simply tap to see exactly what your favorite creators are wearing and buy it on the spot.<\/p><\/blockquote>\n<p>That\u2019s pretty feeble stuff compared to WeChat\u2019s immense business ecosystem, which underpins most of people\u2019s lives in China. But it\u2019s a start, and suggests that this is one area where Facebook really is starting a new chapter. Once the basic e-commerce infrastructure is in place \u2013 for example making purchase options an integral part of any Facebook page \u2013 it will just be a matter of engineering for Facebook to scale that up. It make take some time to roll out an entire business platform as WeChat has done, but there\u2019s no reason to doubt that companies will flock to use it just as they have done in China.<\/p>\n<p>However, for all the attempts to create a feel-good experience at the Facebook Developer Conference, there was no sense that Zuckerberg is really grappling with the deeper privacy issues that lie at the heart of Facebook\u2019s problems. Just how bad those are is shown by the fact that recently multiple jurisdictions have opened yet more investigations into Facebook\u2019s alleged privacy failures. That\u2019s in addition to the FTC investigation, which <a href=\"https:\/\/www.theguardian.com\/technology\/2019\/apr\/24\/facebook-ftc-fine-first-quarter-financial\">Facebook has already warned may cost it $5 billion in fines<\/a>.<\/p>\n<p>The New York attorney general\u2019s office is investigating how Facebook gained access to the <a href=\"https:\/\/www.nytimes.com\/2019\/04\/25\/technology\/facebook-new-york-attorney-general-investigation.html\">email address books of more than 1.5 million users<\/a> without their permission. The privacy damage here is much greater than that already-large number suggests. Since people typically have hundreds of email contacts in their address books, Facebook is likely to have secretly harvested hundreds of millions of email addresses in this way. The company\u2019s claim that it was \u201cunintentional\u201d is hardly credible: nobody \u201caccidentally\u201d scoops up hundreds of millions of items of personal data.<\/p>\n<p><a href=\"https:\/\/www.ctvnews.ca\/politics\/canadian-privacy-watchdogs-taking-facebook-to-court-over-privacy-failures-1.4394617\">Canada\u2019s privacy authority is taking Facebook to court<\/a> after it found that the company\u2019s lax privacy practices allowed personal information to be used for political purposes. In a striking demonstration of the company\u2019s arrogance, Facebook has not only rejected the Canadian Privacy Commissioner\u2019s findings as \u201cmere opinions\u201d, it has also <a href=\"https:\/\/www.priv.gc.ca\/en\/opc-news\/news-and-announcements\/2019\/nr-c_190425\/\">refused to implement recommendations to address deficiencies<\/a>. This is hardly the behavior of a company that is starting a \u201cnew chapter\u201d on privacy.<\/p>\n<p>On the other side of the Atlantic, the Irish Data Protection Commission has <a href=\"https:\/\/www.dataprotection.ie\/en\/news-media\/press-releases\/data-protection-commission-opens-statutory-inquiry-facebook-0\">opened a statutory inquiry into Facebook<\/a> after the company notified it about a \u201csecurity lapse\u201d that left hundreds of millions of user passwords accessible by 20,000 Facebook employees. According to Reuters, Ireland\u2019s privacy watchdog has <a href=\"https:\/\/www.reuters.com\/article\/us-facebook-cyber\/irish-regulator-opens-inquiry-into-facebook-over-password-storage-idUSKCN1S11YV?il=0\">seven statutory inquiries into Facebook and three more into Instagram and WhatsApp<\/a>. The latest Irish investigation is significant, because it is to \u201cdetermine whether Facebook has complied with its obligations under relevant provisions of the GDPR\u201d. If Facebook is found in breach of the GDPR, it faces fines up to 4% of its global turnover, although it is unlikely to be hit with such a large penalty at this stage.<\/p>\n<p>Leaving aside security blunders, there are two central problems that Facebook is failing to address. The first is the huge quantity of information that it routinely gathers and holds about all its users \u2013 and billions of people who don\u2019t use it, through the creation of <a href=\"https:\/\/www.theverge.com\/2018\/4\/11\/17225482\/facebook-shadow-profiles-zuckerberg-congress-data-privacy\">shadow profiles<\/a>. The shift to encrypted chats will reduce the amount of data Facebook holds, but by no means eliminate it. Moreover, <a href=\"https:\/\/www.engadget.com\/2019-04-10-facebook-delays-its-clear-history-tool-yet-again.html\">the long-promised \u201cclear history\u201d tool has been delayed yet again<\/a>. Designed to allow users to wipe all the personal data that Facebook holds on them, it was originally due to be delivered last year. Then it was coming early this year, and now has slipped to the end of 2019. That\u2019s in contrast to Google, which continues to roll out <a href=\"https:\/\/blog.google\/technology\/safety-security\/automatically-delete-data\/\">tools giving greater control over what data the company stores<\/a> about its users.<\/p>\n<p>Facebook\u2019s continuing failure to do the same raises questions. Is it that Facebook engineers are unable to delete all the data because it is spread around the company\u2019s databases so widely? Or is it the business side clinging on to all this information because of the power it gives them? If the latter, then the other major problem will be harder to solve. As this blog has noted, Facebook\u2019s main business model is <a href=\"https:\/\/www.privateinternetaccess.com\/blog\/facebook-doesnt-care-about-your-privacy-it-just-wants-to-farm-your-personal-data-heres-the-proof\/\">selling access to its billions of users<\/a>. In particular, it draws on its database to allow micro-targeting of unprecedented specificity. It is that ability to send highly-customised messages to users that has made Facebook popular with advertisers, but also so dangerous when the system is abused, as <a href=\"https:\/\/www.privateinternetaccess.com\/blog\/uk-privacy-laws-may-allow-230-million-americans-demand-personality-profiles-created-trumps-big-data-ally\/\">seems to have happened<\/a>.<\/p>\n<p>Until Facebook addresses these core problems, it will be hard to take Zuckerberg\u2019s endlessly repeated promises to \u201cdo better\u201d seriously.
