With the vague wording of the bill, anyone suspected of planning any of these acts could be put under targeted surveillance. Of course, the Japanese government has promised not to overstep their boundaries and emphasized that the new law is only meant to increase security before the 2020 Olympics. Abe stated:<\/p>\n<blockquote><p>\u201cThe law to punish terrorism preparation has just (been) enacted. We would like to implement the law appropriately and effectively in order to protect the lives and the assets of the Japanese people.\u201d<\/p><\/blockquote>\n<h2>In Japan\u2019s new mass surveillance state: Don\u2019t even think about it<\/h2>\n<p>Among the noted crimes that would be punishable in Japan under the new anti-terrorism law is copyright violation, which is a <a href=\"https:\/\/www.wired.co.uk\/article\/japan-strict-copyright-law\" target=\"_blank\" rel=\"noopener noreferrer\">criminal offense<\/a> not a civil offense in Japan. Both the\u00a0Japanese Bar Association and the United Nation\u2019s Special Rapporteur have spoken out against the law, saying that it will severely curtail civil liberties in Japan. UN Special Rapporteur Joseph Cannataci said:<\/p>\n<blockquote><p>\u201cI am concerned by the risks of arbitrary application of this legislation given the vague definition of what would constitute the \u201cplanning\u201d [\u2026] and given the inclusion of an overbroad range of crimes [\u2026] which are apparently unrelated to terrorism and organized crime.\u201d<\/p><\/blockquote>\n<p><a href=\"https:\/\/www.bbc.com\/news\/world-asia-40283730\" target=\"_blank\" rel=\"noopener noreferrer\">BBC<\/a> laid out some of the most ridiculous things that someone in Japan can now catch a potentially terrorism-related charge for even\u00a0<em>planning <\/em>or\u00a0<em>discussing <\/em>on social media\u00a0the acts of:<\/p>\n<ul class=\"story-body__unordered-list\">\n<li class=\"story-body__list-item\">Copying music<\/li>\n<li class=\"story-body__list-item\">Conducting sit-ins to protest against the construction of apartment buildings<\/li>\n<li class=\"story-body__list-item\">Using forged stamps<\/li>\n<li class=\"story-body__list-item\">Competing in a motor boat race without a licence<\/li>\n<li class=\"story-body__list-item\">Mushroom picking in conservation forests<\/li>\n<li class=\"story-body__list-item\">Avoiding paying consumption tax<\/li>\n<\/ul>\n<p>The stated rationale of the government is that these now-illegal acts, such as <a href=\"https:\/\/www.privateinternetaccess.com\/blog\/finnish-court-cracks-down-hard-on-copyright-trolls-in-new-ruling\/\">copying<\/a> music to CDs or foraging for mushrooms in conservation forests, could be used to fund terrorist activities. Hence, planning or thinking about them is bad. If this sounds like the Thought Police, that\u2019s because it is. Professor\u00a0Koichi Nakano from Japan\u2019s Sophia University told <a href=\"https:\/\/www.cnn.com\/2017\/06\/15\/asia\/japan-abe-anti-conspiracy-bill\/index.html\">CNN<\/a>:<\/p>\n<blockquote>\n<div class=\"zn-body__paragraph\">\u201cUnless a crime in committed in Japan, you don\u2019t get punished \u2026 now if they think you are thinking of preparing to commit a crime, even before you\u2019re arrested, you\u2019ll be put under surveillance. It leads to a substantial expansion of police power to investigate people and put them under surveillance.\u201d<\/div>\n<\/blockquote>\n<div>The Asian Studies Director at Japan\u2019s Temple University, Jeff Kingston, also spoke out against the new mass surveillance law:<\/div>\n<div><\/div>\n<blockquote>\n<div>\u201cThe government has been trying to use extensive fear mongering as a way to justify curbing civil liberties and putting democracy in handcuffs.\u201d<\/div>\n<\/blockquote>\n<p>Around the world, such as in the <a href=\"https:\/\/www.privateinternetaccess.com\/blog\/uk-prime-minister-theresa-may-war-on-terror-requires-porn-censorship-internet\/\">UK<\/a>, we are seeing other countries take harsh, unfriendly stances towards constituents\u2019 privacy \u2013 all under the rallying call of fighting terrorism.
