I've installed it and activated it when I use utorrent on a whim, but is it even needed for that or is just regular PIA enough to protect me? If not, when (if ever) do I need to use L2TP?
L2tP is an outdated encryption method best used on older hardware that cannot manage the encryption overhead of OpenVPN. You do not need it. Just use the normal PIA client and everything should work fine.
