Unable to download PIA app (El Capitan)

I can't even download the app! I have fixed disk permissions (El Capitan's Disk First Aid, PLUS via the Terminal), have my system prefs set to accept any application (when I attempt), but nothing works! It downloads the .dmg file, opens, but when I double-click to install, it looks like it's expanding for a millisecond...then nothing! (Set up on Yosemite was easy.) Any advice?

So you can successfully download the file? Did you look at the logs in the console?

What does that tell me?
