uTorrent DL speed drops to 0 then back up, then back to 0.

I'm not new torrents, but new to VPN, I've Googled and read all I can, but can't seem to find the answer or solution to this problem. I'm currently using the VPN + Proxy in uTorrent. I'm not sure if it's my settings or what exactly is going on here, but I'll start a torrent, get my usual peak speed of 1.1-1.2mbps, going steady for 5 minutes, then it will drop down to 0 and completely stop over the course of a minute, then build back to 1.2mbps, drop back down to 0 again, and do so up and down for about 5 minutes and the whole process repeats itself. Any idea what's going on? I've changed a lot of settings in uTorrent and that could be the problem, I'm not sure. I can go over anything I need to. Anyone willing to help would be awesome.

Still no solution. I've read everything I can on the issue, did the setup guide, ran a speed test, adjusted my bandwidth, queuing and connection settings. I looked at the speed log, basically the torrent starts, finds peers, shoots up to 1.1-1.2mbps, stays at that for exactly 1 minute, then declines to 0 over 30 seconds, then says at 1-25kbps for 30 seconds to a minute, then climbs steadily back to where it needs to be, then repeats the exact same pattern. I've capped my upload speed, capped and uncapped download speed, adjusted how many downloads at a time, tried running just the VPN without the proxy server, the proxy server without the VPN. Does anyone have any idea?
