Plex server set up - am I protected?

I've set up my VPN on an old Mac Mini (running Snow Leopard) that I'm running my Plex sever on in my basement.

I am accessing the Plex server on my upstairs TV through a Roku 3 that I placed behind a designated router set up with DD-WRT using my VPN settings. Nothing else on my network is accessing this router and everything is hard wired (no Wi-Fi).

With this set up, I'm getting very low d/l speeds, right around 1.0mb. My normal network d/l speed is over 50.0mb.  If I bypass the router connected to my Roku, then speeds increase dramatically.

With this set up, I have to enable Remote Access on my Plex server for the Roku to see it.

Here are my questions...

1) Am I overkilling this? Do I need both VPN on the Mac Mini that's running my Plex server and on the router connecting to the Roku?

2) If I turn off VPN on the router connected to the Roku and just leave it on for Plex server or vice versa, am I still protected?

3) Is there a better way to do this to get better speeds?
