uTorrent settings help please

I have been using uTorrent for a couple years but am brand new to this vpn thing. I've only used pia for a week. Ever since I set pia up my utorrent is extremely slow. I mean like between 1kb-20kb slow. I've read everything I can find and have changed the settings as suggested in other forums but nothing changes. Occasionally I'll get to 100kb but then it's back to 1. Half the time I cannot even get a torrent to start. It's forever at "connecting to peers". I am not using the proxy, people said that would be slower. So can anyone tell me what the settings should be? Whenever I run the setup guide in uTorrent and test the bandwidth and speed test both fail. I never had speed problems until installing pia. Can anyone help?

    So, I think you should try this:

    Uninstall your TAP driver if you have TAP 9.21 installed and install the 9.9 driver from here:  https://openvpn.net/index.php/open-source/downloads.html

    9.21 is messing up MANY people's VPN services at many different sites.  Over at another site, practically every problem thread results in a suggestion of downgrading the TAP driver, and then magically all of the issues disappear. 

    It's worth a try.  Recent Windows updates have broken TAP 9.21 for many people.
