Newbie question about uTorrent Proxy
Let me start off by saying that this may be a stupid question or I may have overlooked something when setting up the proxy. I am extremely new to torrenting/vpn/proxy, and I am fairly confused. I set up the proxy using the guide I found on this site (and have been tinkering with it based on answers to some similar questions), but I can't seem to connect to peers on uTorrent. On the bottom of the uTorrent cliet it says "no incoming connections", the downloads are stuck at "connecting to peers", and the trackers (which seem important even though I am kinda hazy on what they actually do) say either "connection timed out", "proxy connect error: offline (timed out)", "failure: connection timed out", or "Proxy connect error: error -4."
As for my connection settings, under "Listening Port" I have all unchecked except "Add Windows Firewall Exception", under "Proxy Server" I have the type as Socks5, proxy as proxy-nl.privateinternetaccess.com, port as 1080, authentication checked and my username+password entered, and both "Use proxy for hostname lookups" and "Use proxy for peer-to-peer connections" checked. Under "Proxy Privacy" everything is checked.
Once again, I apologize if this is just a stupid beginners mistake, but I am at my wits end and have no idea how to fix it. Thank you for the help!

Then go here and see if you have made your client passphrase and key for the proxy/L2TP/IPSec.

(If they have not changed it by now.)
Your username and password for the VPN are totally separate from the username and password for the Proxy. In fact, you start your subscription to PIA with the VPN username and password, but the Proxy one has to be made here.
