VPN kill switch stopped working with v.61

I just upgraded to v.61. PIA connects just fine. But when i turn on the VPN kill switch and connect, i get a positive connection indication but nothing comes through. I mean a browser does not load even though the PIA app indicates connected.

When i turn off the kill switch, everything works fine. And PIA connects and works fine. But when the kill switch is turned back on ... nada.

Has this problem been seen before?

Am i missing something?

New development: Now PIA does not work at all. It connects but nothing comes through the connection. Reinstalling did not help. Running Disk Utility did not help. I do not know where preferences are in order to delete them.

Where are the preferences?

It recommends repairing permissions. As far as i can see of the new disk utility, this is not an option for El Capitan. There is no "repair permissions" choice.

sudo /usr/libexec/repair_packages --repair --standard-pkgs --volume /

Takes a while like it always has. Just let it run.

I stopped updating PIA as long as it runs. Each update is yet another issue.

sudo /usr/libexec/repair_packages has been removed from OS X v12 Sierra.
