PIA VPN won't connect to all Peers - Slow Download

Hello PIA Folks,

I am using utorrent and I'm finding my downloads won't connect to many of the peers

I have Port forward enabled , the correct port is confirmed in utorrent and its downloading 11.3/kbs 

The Same download ran on my synology via the VPN will max my connection out at about 3.0Mbps

Can anyone offer any assiatance?
