Slow download speed with Deluge

Hello,

I just signed up with PIA and I'm surprised to find that I'm getting very slow download speeds with my torrenting client, Deluge (5~10 kb/s).  I'm sure this probably has something to do with tweaking the settings and/or port forwarding though.  So far, I've set a static IP and forwarded port 8080 to UDP as was suggested in another post, but that didn't seem to have any affect on download speed. 

Edit:  I also want to mention that when I first start the download, the download shoots up to about 1 mb/s but slows down to a crawl after a minute or so.

I'm also seeing a yellow triangle when I click 'test port' which might indicate some network issues.  Using port range 49160-65534 with 49160 as the active port.
