I also had difficulties and tried alternate servers. I was able to connect via US East, but Canada Montreal, US California, and Chicago were unable to be used. I haven't tried the others as it is currently working now, but if anything changes, I will try to update.
Here is what you need to do if you’re using Google to sign into Pokémon GO you go into your Google account online go to permissions revoke permissions for Pokémon GO go back to Pokémon GO sign into your VPN first preferably the server you’re always going to use and then log into Pokémon GO again and you should be OK. Please let me know how it goes this should work
