Does OpenVPN server need Public IP ?

Hello Everyone,

I would like to get some help from you guys. Please help me!

This is our office's local network - (172.16.1.0 /24)
And we have a fiber internet connection from ISP. Our WAN interface IP is - 10.56.x.x (DHCP assign from ISP)
We use IPCop as a firewall, proxy server, DHCP for local LAN.

Our CEO told us that he wants to access our local network via VPN (e.g OpenVPN) when he is away.
He would use 3G/4G mobile internet connection.

Therefore, I setup OpenVPN server on IPCop. We cannot connect our VPN server from 3G/4G mobile phone internet connection.
But we can connect VPN server and get access to our local network via VPN from other company's network - they use same ISP just like us.

Our VPN only works on same ISP's networks. What should we do?
Does VPN server need Public IP address?
