Bug causing speed issues? Client "disconnected" but openvpn still running

I had an issue a few months ago that support could not figure out where my vpn connection was maxing out at 30-35 Mbps no matter the gateway. I have 150 Mbps down tier internet from my ISP. After a month of emails and changing every setting under the sun, I pretty much nuked my PC, reinstalled everything and it worked fine again. The same problem just happened again 2 days ago, and I ended up resetting everything again to fix it, but I realized something that might be responsible. The day before I noticed the speed issue, I woke my PC from sleep mode and the PIA client in my systray was red, and would not reconnect to a gateway (I always have it running). I had noticed before, however, that when it does that sometimes, openvpn.exe is still running, and sure enough, it was. I was still connected to a PIA gateway, my IP address was still masked, but the client said I was disconnected. I was able to browse, download, stream, everything at usual speeds without any adverse effects, as far as I can tell. I exited PIA but openvpn.exe kept running. I ended the process via Task Manager and then restarted PIA. The next day (some hours later, really) I noticed my speed was maxing out the same way in speed tests. I distinctly remember having the same "disconnect" problem maybe 4 or 5 times previously, all within about a 2-week period up to 2 or 3 days before I noticed my speed issues the first time. I just probably didn't notice that my speed was limited; this time I happened to be watching videos online so I caught it quicker. I'm not sure if it was on wake up each time it happened but I don't think so. I'm on Win7x64, experienced this with v0.66 and v0.63, and possibly v0.61.
