Public Trackers "Not Working"

I'm running into an issue with public torrents on my download server. I keeping tracker statuses of "not working." Private trackers are running fine. It seems this is a recent issue and I've run a combination of public/private torrents on this server for several months. Occasionally, I will reboot and the torrents will begin working but eventually stop again. Any help would be appreciated. I'm using Qbittorrent v3.3.10 and Ubuntu 14.04.5 LTS.

It is worth mentioning that DHT/PEX/LPD are all disabled.
