To protect the company data

I am here to discuss something about network security. It seems like some people are accessing the data on our server without our knowledge. I read some details related to cyber security from this site http://nci.ca. We were thinking of consulting such companies to secure the data on our server. But somebody told me that using cloud services is also a good solution. Which option would be better?
