VPN kill switch failed
I forgot the kill switch was on, and could not get an internet connection, so I rebooted my computer. The second I clicked the restart button, I remembered PIA kill switch! So I could do nothing but wait for a reboot.
To my surprise and disappointment, when the computer rebooted it had an internet connection. PIA had loaded and was on the top menu gray, so it was not running. The kill switch was on.
This is the second time something like this has happened. The first time with X.11 El Capitan
I am concerned that PIA is not handling Sierra very well. I would understand if it defaulted to kill switch off when rebooted, which should be preference setting, but it did not do that. The kill switch was on and the data flowing.

I was told strongly that you disconnect from the VPN application directly.
If you try to disconnect from an alternate means, it can cause connection issues with the VPN application and/or your actual network.
Is there any difference in just using disconnect in app and setting a location off in your Network settings.
