PIA installer does not work

Hello. I am trying to install PIA on both a Surface Pro 3, and a desktop PC that I built myself. When I try to install PIA, A command prompt window (I think) opens up for half a second, then closes. Nothing happens at all. I have tried restarting my computer, running the installation file as an administrator, and safe mode. Neither way helps.  I cannot run my VPN. I also do not have any viruses and tried disabling my antivirus. There is no error message at all. It just closes. half a second after opening. How can I fix this?

    Usually caused by not first installing "installer_win.exe" as an administrator,
    Uninstall PIA reboot
    Go back to prior restore point.
    then install "installer_win.exe" as an administrator,
