VPN Blocked, can I route around the block with the mobile IOS app

I work at in a British Retail Chain who have implement free WIFI over the shop floor and warehouse.
As a contractor I am not actually employed by them but work full time in the store warehouse in a closed area. We have internet access but it's shit at around 128kbps. Long run of a few miles from exchange and then approx 100m from BT phone point to the BT router. We have no control over this..
So, the retail store has got Vodafone in to run a customer WiFi and it's severely limited in use and capability but really fast 24mbit. For some reason only google.co.uk is accessible, all other google servers and services are disabled over the wifi so I can't connect to Google apps or email.
I have PIA on my iphone so I tried running the vpn but the vpn refuses to connect over the customer wifi, so this too is blocked or at least the ip address of their servers. I tried North york, uk,netherlands,germany,romaina etc but no luck.
Now with the pia VPN on iphone you have no control of the outgoing settings as I wanted to try sending traffic with different encrytion or ip/tcp/
Does anyone know if I can get this to work without having access to the settings and configs

However, i see there is an official openVPN app which you could setup manually it should accept any of the valid configs from pia, I would start with TCP port 443 standard certificate 'ca.crt'.
