    openvpn server running at b ? a connects to b .. c connects to b .. b set to allow networking between clients.

    What are you trying to achieve there?

    Given B has a connection to both A and C, if B is properly configured A and C should already be capable of talking to eachother without any additional VPNs. There are many ways to configure B to do this depending on what kind of applications you run that needs to talk from A to C, and depending on which kind of VPN (Layer 2 or 3) you're using.
