how to Use MY HOME IP AS PROXY ?

hello ,
so I want to let my brother in other country to surf the internet with my ip ! 
I tried Hamachi + Privoxy But some sites dont work .. and if they work .. they work for 5 mins then no .. or work very slowly .
help pls

Set up a VPN using OpenVPN
Or
Use SSH to tunnel all traffic

Hopefully you use linux otherwise this will be a massive pain.

I use windows 7 .. is there anyway to make this work on wind7 ?

Also I live in Germany ..  so its hard to edit router setting .. is there anyway to do this with win7 + without edit anything in router ?

In Linux it is super easy to do what you are asking.
