Windows VPN and iOS VPN
Haven't used vpn on my ipad in over a year and decided to try it today. But my question is, how to I change the country I want to connect to? I'm from Norway and am by default connected to the Oslo server.
Also tried to upgrade my VPN on my windows, but every time I ran the program as an administrator, the black box came up, ran through somethings and then "crashed". When I then tried to use the old version to connect to a port it wouldn't let me... It's still stuck on red.

On iOS, once you have signed in to the PIA app, you should see an arrow to click on the bottom right of your screen. This will allow you to select which server you would like to connect to.
As for your Windows installation issue, have you tried changing ports?
What options do you see when you right click on the PIA icon? Are Help, and Exit your only options?
