Newbie

A have a few questions. My ISP logged a file from Bit torrent.

Will getting a VPN do me any good? 

From some I have heard that ISP will see gibberish if you are using a VPN and you have compete privacy. From others I have heard that your ISP knows when you are using a VPN so know what IP you are using and will still watch you for how much bandwidth you use. 

If they know your IP and that you use VPN and can see how much bandwidth you use to download then how is that private? 

Also some people have told me that VPN with a Proxy setup for Bittorent is good some say that VPN is good enough. Some even say that using a Proxy with a VPN is less secure for privacy and can cause all kinds of issues.
From my research so far I'm not sure what to believe. One last question. I use Bittorent but all the help for setting up VPN seems to be for Utorrent or others. When I go into Bittorrent I don't seem to find the same settings I'm supposed to change or when I do see them they are not in the same screen. 

Here is something I found for setting up Bittorrent with a VPN.

Setup uTorrent to only use your VPN connection:

  1. Open your uTorrent settings 'Preferences'.
  2. In the left sidebar, highlight 'Advanced'
  3. Scroll down to the middle where you see two entries labeled 'net.bind_ip' and 'net.outgoing_ip' (you will see a network address to the right)
  4. Select 'net.bind_ip' and enter "10.8.0.*" in the box for Value and select 'Set' (if your VPN client shows a different address then enter that, but put an asterisk (*) in the last position as a wild card)
  5. Select 'net.outgoing_ip' and enter "10.8.0.*" in the box for Value and select 'Set' (if your VPN client shows a different address then enter that, but put an asterisk (*) in the last position as a wild card)
  6. Both settings should now show 10.8.0.*
  7. Click on 'OK' to close the Preferences window.

Your uTorrent will now be set to ONLY use your  VPN connection as long as it is in the address range of 10.8.0.1 to 10.8.0.254. If your  client normally uses a 'Local IP' address outside of that range, then you will want to modify your uTorrent settings accordingly. If your  connection is dropped, uTorrent should stop all torrent activity as it can no longer establish a connection using the address. Furthermore, your VPN is also setup to kill uTorrent if the VPN disconnects. This double system should ensure that you never have to worry about your uTorrent client ever using your local ISP's address. 

I don't know what net.bind_ip' is or what  enter "10.8.0.*" in the box for Value and select means. Is this referring to a port or my new IP?

Instructions say Your uTorrent will now be set to ONLY use your  VPN connection as long as it is in the address range of 10.8.0.1 to 10.8.0.254 address means IP right? 

What if my new IP is 195.28.146 or something like that? 

Do I even need to do any of this if my VPN has a Kill Switch set to close Bit Torrent when VPN connection is lost?

If you read this far I really want to thank you for taking your time helping out a Newbie. It is hard to decide if a VPN is going to provide privacy from ISP monitoring torrents let alone further questions on how to set all this up ...while at the same time trying to decide who to use as a VPN service. Even the customer care from PIA or Torguard to name a few give me different answers on whether I need VPN and a Proxy and whether this will give me complete privacy from my ISP when downloading torrents.
