Can't Connect
Service was working fine until a few days ago. Now all I get is a red icon trying to "load" I can't disconnect to change any settings. I deleted and reinstalled an old version and get the same issue. I'm running Windows 10 with Avast antivirus. One thing I notice is that I am no longer getting a permission popup for Rubyw for permission and think this may be the problem but do not know how to solve.

Antivirus interference with out application is a very common thing. When the tray gets stuck on "Loading..." on Windows, it usually means that the tray cannot talk to the manager (which is what rubyw.exe runs), so it is indeed quite likely that the lack of the permission popup has something to do with it.
Have you tried adding these antivirus exceptions to Avast and rebooted your computer? Those don't addresse rubyw.exe specifically, but should whitelist the application that creates rubyw and should cause Avast to leave it alone.
