RDP to Windows Laptop
When I connect my Windows Laptop to PIA the IP address provided by Microsoft Remote Desktop changes (expected and desired). When I attempt to connect using that IP address on my Mac (also with PIA running) I can't make the connection. I have noticed that my Mac's local IP address does NOT change when I connect to PIA leading me to believe the Mac and the PC are not connected to the same VPN. I am able to connect to the PC via public IP and port forwarding... any thoughts?

When you say the IP address changes, do you mean the 10.xx.xx.xx one? If so, then it is impossible to connect to this IP as it is purely internal and used only by OpenVPN. All VPN clients are isolated from eachother, so even if you connected to the exact same server, you still wouldn't be able to talk to another VPN client via its internal 10.xx.xx.xx IP.
If both computers are on the same local network, there is no point using anything than your local IP address. Microsoft Remote Desktop probably just picks the primary network adapter (which is PIA's TAP adapter) to show you the IP, but it is in fact listening to all IP addresses including your regular local IP. I would advise simply continuing the use that IP as if the VPN wasn't running.
Unfortunately I don't think it is possible to make it work from the Internet with PIA enabled unless you can change the port RDP listens on, enable PIA's port forwarding and change the RDP port to this and use this to connect.
