PIA installer says PIA is running; Windows says it isn't.

I have a Windows 7 laptop with a bad power cord plug.  If someone bumps it, it will go dead suddenly (Windows does not shut down properly when this happens).  The last time this happened, after I rebooted the computer and tried to re-start PIA, the circle icon worked for a while, indicating that something was happening, but PIA never started (no icon appeared in the system tray; Windows task manager did not list it as a running application).

Deciding that PIA must have become corrupted in the crash, I attempted to uninstall and reinstall it.  All that was available in the list of programs in the control panel was "Private Internet Access Support Files," which I uninstalled. Then I ran the PIA installer, but it gave an error message as follows:  "Stopping currently running Private Internet Access applications.  Private Internet Access is already running.  Please quit the application and run the installer again."  Unfortunately, I have no way of quitting an application that Windows says is not running.

I rebooted the computer again and tried the installer again, WITHOUT attempting to start PIA first.  This time it looked like it was trying to install, but the process did not take as long as I remember it taking originally, and when it was done things were as before:  I click Private Internet Access in the list of programs on the Start menu, and it looks like it's trying to start, but it never actually starts.

Does anybody have any ideas on how to get PIA running again?  Thanks in advance!
