Could you give us some more information like OS version, PIA App version, maybe even WIFI router if applicable. Also, does the PIA App work on your local machine with WIFI (if you are using it that way)?
When you start the app what do you see and do not see?
I have this exact issue as well. I am running latest PIA app 2.3.7743 running iOS 11.2.6 on an iPhone 7 Plus. If I turn wifi off on the device it will connect perfectly. But if wifi is enabled and I am connected to wifi, when I click the button to connect, it disabled the wifi bars on the top bar of the phone and hangs on "connecting" Eventually it will say "Negotiation with the VPN server failed." Wireless router is ASUS , but it does this same thing when I am at work on Aruba wireless access points as well. My dekstop at home running Windows 10 has the app installed and it works flawlessly. Connected while writing this comment.
Was this ever addressed? I have this same issue. When pressing the select button it goes yellow and states, "Connecting..." but never does. Eventually it goes back to the red "Disconnected". If I turn off wifi and use cell data it connects immediately.

@cablet, issues with WiFi connectivity on the iOS app typically happen because VPN passthrough is not enabled on the network, or the connection port (in this case, port 500) has been blocked.
The easiest way to resolve this is to go into the app's settings and change the connection protocol from IPsec to OpenVPN. OpenVPN is a much more stable protocol and tends to be able to connect on networks where IPsec cannot.
I am having same problems. I am running iOS 11.3.2, PIA version 2.5.2, and also running OpenVPN version 1.2.9. Bothe the PIA and OpenVPN work good while I am not connected to a WiFi network. As soon as I connect to a network they both go into forever connecting mode. This is not a network issue because it does this on my home network. Please help.
PIA uses OpenVPN. But on IOS I think PIA is not using OpenVPN. So I am wondering if you are using both together/simultaneously you are creating a conflict. I am not an IOS guy so forgive me if I am talking out my butt. I just read in your text that you might be using BOTH instead of just one: PIA or OpenVPN.
