SOLVED- Slow speeds - qbittorrentv3.3.7/pia v77/Toronto proxy

As  above, I finally get a green connection icon in qbittorrent, but general download speeds are extremely bad.

I downloaded xubuntu-16-04.04  -desktop-amd64.iso  without proxy and with 46 seeds/27 peers  it took 24 minutes to download the 1.2gb .iso

Currently trying to download a 1.0gb file - 7 seeds/69 peers - i'm only getting 100+   KiB/s but generally fluctuates to much lower speeds  - down to around 10KiB/s

I'm on ADSL2+ in Sydney Australia, running MX Linux  17 64bit

What, if anything, may be wrong with my setup?

Some months ago I obtained much faster download speeds - admittedly on Linux Mint 17 or earlier, with earlier versions of qbittorrent and PIA App

    today,using same setup etc speeds are much improved.  Who knows why - very frustrating - may be Telco, ISP or Australian Network in general - heaven help us when we're forced onto the NBN - ADSL can be bad enough
