Please make sure to not put anything in PIA's local port as this only affects PIA's source port for connecting to PIA's servers. This is useful for strict firewall configurations or router port forwards, but won't do anything for you in this situation. You only need the "Request port forward" option enabled.
Putting the port PIA gives you in qBittorrent should be all you need to do, although it can take a moment for it to realize it works.
Could also be worth making sure your firewall isn't blocking the connection - it will come from the TAP adapter and not your regular connection.
