Is there a cable modem (ideally DOCSIS 3.1) that allows me to enter my VPN user credentials, so that all in and out traffic uses VPN?

I don't think so but you are probably better off getting a Cable modem and then an ASUS router and installing the VPN there.

I have an ASUS TM-AC1900 router, but from what I can tell, the VPN settings on that are not fully compatible with PIA.

,
it looks like your router is compatible with Merlin
. You should be able to flash it and set up PIA from there. We have a guide on how to configure PIA in Merlin available
here
