It's a bit complicated, I think a fair chunk of this is a work in progress. At the moment all I can tell is that it's a thing that happens in some of our regions, but it is neither a feature or a bug at the moment. I have noticed that as of recently, on US servers it appears that the exit IP tends to be from a completely different IP block.
