Still connecting via Remote Desktop even though PIA VPN is on

To put it simply, I can connect to my pc via Remote Desktop remotely (my pc is in california, I am connect from new york). the pc in california has PIA turned on. I enabled the RDP and port forwarded it on the router in california and setup an inbound rule for the windows firewall. Technically speaking, I shouldn't be able to connect to the california PC yet here I am connecting to it. Can anyone explain to my why this is?

    I can do this also but not in linux (ssh vnc etc)
