Dime A Dozen bootleg site

I am trying to reregister for this bootlegs website www.dimeadozen.org,  and when I do, I send a request to their mods to upgrade me from Guest (passive rank) to Uploader (active rank - can upload and download music shows), they deny me saying that I already have an account with them. How can they know this if I have never accessed this account from that internet connection before ? Is this the case that every PIA connection is blacklisted by them ? I checked their username pool and what I have discovered was apalling, any new user who has registered for this website lately (in the last couple of years) has remained at the guest rank, which means they do no accept any new members. Is anyone familiar with the situation ?

Has anybody had any issue setting up an account with them ?

It all depends on the gateway you're using - currently I know that ALL the IPs for CA-Vancouver are blocked.

I checked the list of their new users, and all of them have remained at the guest rank, none of the recently signed up members have been upgraded to the user rank. They are either over suspicious or like you said all the IPs are blocked. When I mentioned this fact to them, they denied it but the facts speak louder than words.
