Odd speed problems

Ok, I have an unusual problem. I tried doing a few searches to no avail.
Out of tunnel speeds I receive close to 300Mbps down and 30Mbps up. In tunnel using UDP on port 53 I get 117 and 30. I can tolerate this well enough and expect to get about 10MBps down in my torrent client. 
However, after I start my torrent client, with NOTHING downloading, I do another speedtest and my speeds drop clear down to 10Mbps down and 30 up. This is with nothing using any bandwidth. Even after I close the torrent client the speeds stay the same and I have to restart the VPN client in order for the speeds to go back up.
I have tried going through the speed troubleshooting thread and done what was suggested. I have tried connecting to various servers all to the same effect. Here are my specs...I don't think hardware is an issue but one never knows.

Com"crap" extreme 250Mbps Internet (why I use port 53)
Windows 7 Ultimate x64
Vuze and uTorrent P2P (tried both)
AMD 1055T 6 core processor
8 GB Ram
120GB SSD
2x 640GB in Raid 1 array
Geforce 760 4gb video card
