Windows Slow Speeds?

When I upgraded yesterday to v0.80, I relaunched using the Vancouver node and was initially getting FANTASTIC upload speeds (with uTorrent) - 15MB/s+ right off the bat, then that steadily died (down to ~1-2MB/s) after a few hours.  Not sure if this is traffic shaping or limiting by my ISP, but also not certain how to test for it.  Download speeds are, for the most part, pretty good (30MB/s+ with JDownloader, sometimes ~20MB/s with uT).  Any way to *effectively* check whether the speed issue is with the VPN?  Doing a "speed test" gives me only the expected results, not the "real world" results.
