Awful Torrent speeds unless running a speed test, loading webpages etc.

Lately my torrent speeds have hit the gutter. I only get a few hundred KiB/s whereas I used to max out my download speed. However when I run a speed test, load webpages etc in parallel to downloading torrents my download speed ups to 4MiB/s .

Basically, whenever there is web traffic along with torrent traffic my torrent speed increases.

Can anyone offer an explanation as to why this occurs? Am i being throttled?
