What I mean is, I cant access the website or servers from Turkey. Today I applied for 1 year subscription but I cant even successfully connect. Is there a way to connect to PIA servers from Turkey?
If you require unrestricted, protected and unlimited access to the internet in Turkey a VPN is required. Still, Turkey has blocked many popular VPN providers so your selection is inadequate.
I am sorry for the inconvenience of the issue about Turkey. We are aware of the issue and working to get this issue solved. All other server locations are still working and if you are not specifically trying to get content from Turkey, you can use other server locations in Europe
We do not have a time frame as to when this issue will be resolved. Unfortunately, when connecting to PIA within Turkey, China, Egypt, and UAE, we cannot guarantee the level of connectivity you may encounter.

Btw, if you have an Android phone, download the Android app. I believe it should work. The ISP restrictions seem to only affect Windows from personal experience. Might have to do with Windows working with shady governments (they write in their own malware for the NSA in their OS ffs!)
Try switching to Linux too. Let me know how that goes
