PIA_MANAGER.EXE process runs twice at startup. Program hangs until I kill one of the processes.

When I boot windows the system tray icon loads normally but it does not connect to a network. Instead, the system tray icon stays red and If I right click on it the context menu displays "Loading..." indefinitely.
If I launch the task manager I see two PIA_MANAGER.EXE processes running side by side. If I kill one and leave the other running PIA resumes normal functionality and connects to a network without issue.

This happens at every boot.
I do not have the option "start application at login" nor "Auto-Connect on launch" enabled.
I do tried reinstalling with Revo Uninstaller and cleared out the registry during the reinstallation attempts.
PIA is not in any Startup folder or on the Startup menu in the Task Manager.
This issue seemed to start at release v.80.
