Slow speeds after being connected for a few minutes windows server 2019

Hi, I seem to get low speeds and high latency and packet loss after being connected to PIA for about 10 minutes on windows server 2019, the speeds slowly degrade and pinging google has incredibly high latency. It starts off fine but eventually becomes unusable. (See: https://pastebin.com/FnvxGKus)
It's definitely the VPN, disconnecting instantly becomes faster.

This is not the case on my PC, which is on the same network, so it's not my ISP.

I've tried disabling the firewall in windows, switching from TCP/UDP, lowering encryption strength, switching servers, enabling small packets, restarting (multiple times) and switching nameservers (1.1.1.1, but I don't think domain resolution is the problem) with no luck.

I also got the same results with openVPN using the configs provided by PIA.

    Thank you for your inquiry. However, we do not directly support the set up or use on windows server 2019 or any direct server for for that matter. As we do not support this compatible device, there is not troubleshooting information we can offer. This does not mean the task is impossible, just that we can not assist. you may be able to search our Forums, other Forums, or a browser search for similar issues.     Doesn't look like it's an issue with windows server! It seems to be an issue with Deluge and PIA: https://www.privateinternetaccess.com/forum/discussion/30848/crawling-speeds-using-deluge-help (somehow affects the entire server)

    But I can confirm that PIA works on windows server 2019, even though you don't officially support it (It's basically a modified windows 10 1809 anyway, so there's no reason it shouldn't work)
