Do you really want to disconnect the VPN?" that's the message I constantly get when disconnecting my vpn on my iPhone. It's an unsettling message and the first of 2 problems.

Let me start by saying I'm not the most tech savvy but I try. Any help on this issue is greatly appreciated. 

Second problem: Half the time I get no VPN IP and the other half an Ip is listed but it won't allow me to navigate sites or make a connection. I end up going with no vpn which is pointless. 

These problems are both on my iPhone only. I run PIA on a macbook and have zero problems. Both connected to the same network. I phone has these problems whether on cellular or wife at home or out in public.

Those are just standard iPhone messages and nothing we can do on those. I apologize for any confusion those may cause. As for your second issue, try switching the protocol (openvpn vs IKEv2), and see if you get an IP.
