Sometimes this issue is related to a user's settings/local desktop environment, resulting in the TAP adapter not being able to be installed correctly on your desktop. This installation issue has been observed most frequently with users having antivirus programs installed including but not limited to: Windows Defender, Avast, Norton, etc.
Note: The following applies to the PIA legacy client (v82 and below) as well as our current client (v1.0 and above) and may be useful for other non-PIA OpenVPN clients.
This issue is typically resolved by deleting the PIA App, the Private Internet Access Network Adapter, and any TAP adapters in the Device Manager and reinstalling the application while in Safe Mode with Networking. Please ensure that the VPN software is not running.
If you see our application is running and is connected, you will need to disconnect the app by right-clicking our icon located in your system tray and choose 'Disconnect.'
Once you are fully disconnected from the VPN exit the application by clicking the three horizontal dots and selecting 'Quit.' From there you will need to uninstall any TAP driver from your Device fully.

Alternatively, If you have an installation .exe for OpenVPN, you can use 7zip, to extract its TAP adapter.
1. Explore or extract the .exe with 7zip
2. On the root, go to the $TEMP folder
3. There you can run tap-windows.exe.
This will bring up the dialogue for installing the TAP adapter.
